"Territorial Determination for Windstorm and Hail Rates in Wyoming Homeowners Insurance," Journal of Insurance Issues and Practices, Escolas, Edmond L. and Ronald W. Spahr, 1983, Vol. VI, No. 1: 22-50.

ABSTRACT
The purpose of this study is to demonstrate a process by which geographical or statistical territories may be established for setting windstorm and hail rates in homeowner policies.

This study will examine by county and proposed territory the loss characteristics for over 80 percent of the insurers writing homeowners' policies to determine whether different or possibly multiple territories are warranted. Also, historical climatic conditions by county and territory will be analyzed to determine if there is underlying noninsurer data which may account for extreme differences in insurers' reported loss ratios.
